As the celeb world took to Twitter yesterday to congratulate Beyonce and Jay-Z on the birth of their baby girl, Blue Ivy Carter, one regal well wisher was notably absent. Busy promoting 'Joyful Noise,' her new film with Dolly Parton, Queen Latifah couldn't get to a phone or computer, but she could send her love via Entertainment Tonight's cameras.

"Congratulations, Jigga, B.," Latifah said yesterday, midway through a joint interview with Dolly, posted after the jump. "Welcome to Earth, little baby Blue."

The Queen told ET's Nancy O'Dell that she's friendly with Beyonce and had been meaning to tweet all day. Among the stars who found time to big-up baby Blue in 140 characters or less were Russell Simmons, Diddy, Rihanna -- "Welcome to the world princess Carter! Love Aunty Rih" -- and Gwyneth Paltrow, who helped clarify the newborn's name, correcting those who thought the youngster had been named Ivy Blue.
